Purpose of Classification: 

This position is responsible for the improvement and implementation of an asset management strategy to plan for and manage assets throughout the asset lifecycle.  Plans, organizes, directs, and manages utility asset management efforts, including coordination with consultants, vendors, and contractors as well as related regulatory and intergovernmental coordination.  This position will have major coordination efforts to work with positions across the organization including Water Production Director and Plant Managers, Water Reclamation Director and Plant Managers, Engineering Director, General Services Director and Plant Maintenance Staff, Distribution and Conveyance Director, Stormwater Director, Chief Finance Officer, Director of IT, and others to support the effective execution of the strategy. Responsible for evaluation, technical assistance, prioritization, deployment, and analysis of asset optimization solutions, engineering and capital solutions, technology solutions related to asset management, maintenance services and solutions, and related staff training and development. 

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

  • Provide strategic vision for asset management initiative (Strategic Asset Management Plan), engage staff in both the development and implementation of the vision to improve the reliability and resilience of CCWA’s infrastructure. 
  • Coordinate with key personnel to prioritize and assign activities and audit the implementation of SAMP or other Asset Management Plans that are developed.  
  • Manage projects (internal and with outside consultants and contractors) and coordinate with operations staff to ensure that objectives, outcomes, milestones, and actions are achieved on time and within budget.  Engage, supervise, and monitor contractors, vendors and consultants as required. Evaluates and effectively communicates project progress results, risks issues, and needs. 
  • Proactively build and maintain effective working relationships with CCWA staff and other key stakeholders to facilitate a collaborative approach to the asset management aspects of the utility.  
  • Manage, participate, and collaborate on multi-disciplinary teams to proactively manage our assets. Lead Asset Management Team meetings. 
  • Manages the administration of CCWA’s Asset Management program and related data management efforts. 
  • Responsible for ensuring the execution of tactical plans and operational implementation of asset management processes, policies, procedures, practices and activities. 
  • Coordinate to ensure asset management activities are completed and evaluated on-going:  assign asset criticality, evaluate asset failure modes, estimate the remaining use of assets, coordinate periodic asset condition assessments, monitor levels of service, evaluate risk exposure, coordinate life-cycle management of assets, ensure the accuracy, currency and integrity of asset inventories within the asset database 
  • Assists in developing and monitoring budget and expenditure items relative to area of assignment. 
  • Work with staff to provide input to the capital improvement planning. 
  • Keep informed of changes to legislation, policies, codes relating to the position, advise the Engineering Director as necessary, and coordinate with Georgia EPD and other officials, as necessary. 
  • Monitor and evaluate on-going asset management programs to continuously improve operational efficiencies areas as applicable. 
  • Prepare and/or guide the preparation of complex reports, business intelligence dashboards, graphics, and other communications materials to a high standard. Deliver presentations as required.  
  • Directly supervise future AM staff reporting to the Asset Manager, as assigned. 
  • Closely coordinate with the treatment plant operations, maintenance, engineering, IT, and finance staff on asset management associated with vertical assets. 
  • Closely coordinate with the distribution and conveyance staff, stormwater, engineering, IT, and finance staff on asset management associated with linear assets. 
  • Inform and guide professional development training of assigned staff and others as related to asset management.  
  • Work with limited supervision, be innovative, self-motivated and support the Director in the motivation of other team members. 
  • Manages special projects and programs for CCWA, as assigned by the Engineering Director. 
  • Attend Board meetings, committee meetings and public meetings, as required. 
  • Performs other related duties as required. 

Minimum Qualifications: 

Required Education:   

  • Bachelor’s degree in Engineering or a related field is required.
  • Must have at least 10 years of experience in water and wastewater services, including a minimum of five years in a management role, overseeing people and/or processes.
  • Experience at a similar or larger utility, with a focus on developing, implementing, and managing an asset management program, is preferred.
  • Any equivalent combination of education and experience which provides the minimum level of qualifications stated above. 

 

Specific License or Certification Required:  

  • IAM Certification  is preferred
  • Valid Class C Driver's License 

 

Specific Knowledge, Skills, or Abilities 

  • Must be able to problem-solve, communicate effectively, and make decisions.  
  • Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.  
  • Knowledge of general utility operations, as well as water and wastewater treatment, sewage collection, construction, water treatment and storage and distribution as well as laboratory and technical services. 
  • Knowledge of asset management, levels of service, and performance metrics. 
  • Knowledge of maintenance strategy fundamentals, estimating remaining useful life and life-cycle costing. 
  • Experience with CMMS or Enterprise Asset Management Systems.  
  • Knowledge of applicable state and federal regulations.  
  • Computer literacy. Strong data analytical skills in the use of business intelligence, spreadsheet, flow-charting, etc.  
  • Good verbal and written communication skills (e.g., presentation, listening, report writing).  
  • Strong team-working skills and ability to manage/produce in a culturally and geographically diverse, multi-company, matrix organization.  
  • Excellent planning, organization, and time management skills as an individual and as a manager.  
  • Experience in challenging processes, decisions and plans at levels up to senior management. 
  • Understands asset decision-making around renewal and replacement and maintenance strategies.  
  • Remain current with technical and procedural advances in business planning and utility asset management through training, peer reviews, and other forums 

ADA Compliance:  

Physical Ability: Tasks require the ability to exert medium physical effort in medium level activity which may require some lifting, carrying, pushing, and/or pulling of objects and materials of heavy weight (up to 50 pounds). Tasks may involve extended periods of time at a keyboard or workstation as well as work in the field at construction sites. Duties require the ability to use a personal computer, and to operate a motor vehicle. Field duties may involve standing or walking for long periods of time and may be exposed to hot, cold or inclement weather, extreme temperatures and hazardous situations requiring the use of personal protection equipment.  

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of sounds and visual cues or signals.  Some tasks require the ability to communicate orally. 

Environmental Factors: Essential functions are performed with frequent exposure to adverse environmental conditions including weather, dust, debris, chemicals, and machinery involved in construction as well as water and wastewater treatment, pumping, and pipeline facilities. This position is classified as safety-sensitive.
